In compliance with the instructions contained in your
despatch No.140 of the 11th July I addressed a note to the
United States Government pointing out that 0. Young the
owner of the junk sunk by the American naval collier
"ALEXANDER" had been by the notion of the officers of that
vessel deprived of redress except by diplomatic representa,
tions and expressing the hope that after due enquiry some
compensation might be awarded.
In the reply, copy of which is herewith enclosed,
the State Department base their refusal of compensation
on the ground that there is not sufficient evidence that
the American vessel was in ault to justify an application
to Congress for an appropriation. As the dossier of the
case forwarded to the Embassy and by them submitted to the
State Department does not, in fact, contain any direct
evidence that the "ALEXANDER was to blame to offset the
